No, you may only request an appointment after you have obtained the language certificate. You will have to hand in the German language certificate already together with the remaining application documents when requesting an appointment.

Please consider that you have to have a basic knowledge of German (minimum level A1 of the Common European Framework of Reference for Languages (CEFR)).
