I have already resigned from my previous job but my employer change application is taking longer to be processed than expected. What can I do? Am I qualified for unemployment benefits?

If your current permit is tied to a specific employer, you are unfortunately not allowed to work with a new employer until your application has been processed. This means that in the case the immigration office takes longer to provide an appointment for you, the start date may have to be postponed (again).

We always try pointing out the time sensitivity to the immigration office by requesting a speedy processing, but there is sadly not much else that we can do in those cases.

The situation of unemployment does not affect the permit application in any way, as the 'Fiktionswirkung' keeps the previous permit in place until the new application has been processed and decided upon. It is important though that you have notified the immigration office about the termination of your old contract within 2 weeks of handing in your notice.

We are no experts in regard to unemployment benefits, but you can find official information provided by the unemployment agency here.
