As a non-EU citizen, you can come to Germany on your tourist visa and then start working from the day that your employment visa becomes valid. You unfortunately may not begin working whenever you are only in possession of a valid tourist visa but not a valid employment visa.

As a EU citizen, you can pick up employment in Germany without the need for a separate work permit.
