This depends on the type of visa/residence permit you are applying for. If you are applying for a Blue Card, you do need a degree that matches your job title, and that is (if it's a foreign degree) verified in Germany.
If you are applying for a Specialist visa, you will not need a degree or diploma but proof that you have 3 years of relevant job experience. A diploma can support this argument, but it is not mandatory.
